We would like to share an important decision made by the Government of Georgia regarding the construction of the Anaklia deep-sea port.
As you are aware, the construction of the Anaklia Port is of immense importance for strengthening Georgia's transit role and, consequently, for the country's sustainable economic development.
The role of the Middle Corridor in connecting the West and the East is increasingly growing. The Middle Corridor has emerged as the shortest and most important trade and economic route between Europe and Asia, in which Georgia plays a pivotal role. Our port infrastructure is currently operating at maximum capacity. Growth is being recorded across all types of cargo. In January-April 2026, freight turnover increased by 21% compared to the same period of the previous year, while a total growth of 46% was recorded over the last four years.
Over the past year, the Government of Georgia has formulated a clear vision and strategy for the further development of the country's transport and logistics sector, fully aligned with the prospects for increasing the transport infrastructure capacity of the countries participating in the Middle Corridor. The Government of Georgia will invest $7 billion in the sector's strategic infrastructure by 2032, encompassing the construction of the Anaklia deep-sea port, the comprehensive modernization of Georgian Railways, and the completion of high-speed highway construction.
The policies pursued and reforms implemented by the Government of Georgia, combined with coordinated efforts with partner countries, have generated unprecedented international interest in the Anaklia Deep-Sea Port from neighboring and Central Asian countries, China, and Gulf states, as well as from Western companies. In light of the above, it is evident that the Anaklia project has already assumed the status of a strategic infrastructure project of not only regional but also international significance.
Given the growing interest from numerous countries and international companies, it is of fundamental importance for Georgia that the development of Anaklia be based on a model that ensures a leading role for the state in developing strategic infrastructure while simultaneously creating a competitive environment that accommodates the interests of various partner countries and companies.
With this specific objective in mind, the Government of Georgia decided to construct the Anaklia deep-sea port based on the landlord model – the most widely adopted model globally – under which the state retains ownership of the core maritime and port infrastructure and ensures its development and management. The landlord model will enable the state to develop the Anaklia Port not through a partnership with a single entity - as previously planned - but rather through simultaneous partnerships with multiple states and companies; this will create optimal conditions for attracting cargo to the port and, consequently, ensuring its maximum operational efficiency.
Alongside the development of port infrastructure, the state will ensure the construction of the road and railway connecting to Anaklia, while international investors and private operators will carry out the investments required for the container and bulk cargo terminals. The Government of Georgia will particularly welcome investments in the Anaklia Port by countries who are part of the Middle Corridor - China, the countries of Central Asia, and Azerbaijan.
The decision is based on a primary objective to establish the Anaklia Port as a hub for international interests, capital, and cargo flows, with the participation of partner countries and due regard for their interests.
This crucial decision adopted by the Government of Georgia will further strengthen Georgia's national interests, create new economic opportunities, and establish our country as a key stakeholder in the Middle Corridor project.
